A place of promise

In Presidio County, West Texas, water shortages are a way of life. Excessive bureaucracy and a lack of basic infrastructure and access to funding has left many communities along the Mexican border without access to clean, running water. Now a unique collaboration between communities, nonprofits and local government is seeking to change that.
